Although the Balboa Island ferry has operated since 1919, in March this year the California Air Resources Board implemented rules that harbor craft must replace their engines with those using zero emissions by the end of 2025. Ferry operator Seymour Beek says that replacing the ferry engines would be astronomically expensive.
